The UC Santa Cruz Division of Student Affairs and Success (DSAS), led by the Vice Chancellor for Student Affairs and Success, consists of nearly 250 team members spanning 3 major units and 21 departments. The Dean of Students Office at UC Santa Cruz promotes personal development and successful navigation of campus life thereby strengthening the student experience. The Office of Student Conduct and Conflict Education (OSCCE) is dedicated to just, equitable and student centered approaches to the administration of student conduct and resolution of conflict. OSCCE provides multiple educational programs and pathways to support our diverse student body in navigating behavior change, improved decision making and resolving conflicts, in order to foster student success and a healthy campus community.
JOB SUMMARY
Under the general direction of the Associate Vice Chancellor and Dean of Students (AVC/DOS), the Associate Dean of Students & Director of Student Conduct and Conflict Education (ADOS-SCCE) manages and provides visionary leadership for the campus-wide non-academic student conduct and conflict education systems. Responsibilities include developing the long term organizational goals and strategic plans of the Office of Student Conduct and Conflict Education (OSCCE); directing supervisors and/or managers that report into the role; overseeing program analysis and evaluation; managing the OSCCE budget and human resources; representing OSCCE and the Dean of Students Office with external organizations; formulating and developing policies; educating the campus community about OSCCE programs; and serving as a resource/consultant to students, faculty, staff, and external constituencies.
Student Conduct and Conflict Education serves as the campus office of record for non-academic student conduct and related files, maintaining confidential records, and ensuring institutional compliance and reporting. Incumbent serves as the "responsible official" for specifically designated conduct cases, advises the AVC/DOS on a variety of complex policies and campus climate issues, serves as a member of the Dean of Students leadership team, and may act as operational backup to the AVC/DOS.
APPOINTMENT INFORMATION
Budgeted Salary: $134,000 - $140,000 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
40% - Leadership and Management of the Office of Student Conduct and Conflict Education
- Works collaboratively with the AVC/DOS and other campus leaders to manage an equity-centered student conduct and conflict education programs and processes for approximately 20,000 students.
- Provides visionary leadership and management for OSCCE and the development, implementation, assessment, and improvement of a spectrum of resolution options for student conduct concerns and conflict, which may include but are not limited to conflict coaching, facilitated dialogue, social justice mediation, shuttle diplomacy, aftercare for students impacted by various kinds of conflict, participation in Neighborhood Court, and restorative practices.
- Engaging an equity- and student-centered approach, develops and oversees student conduct and conflict education case management procedures with key campus partners including but not limited to college and residential life personnel, SOAR, the Dean of Undergraduate Education, the Dean of the Graduate Division, the Director of Summer Session, college provosts, the Title IX Officer, ITS staff, Campus Counsel, and UCSC Police.
- Assumes the role of "responsible official" for initial resolution, case management, compliance and monitoring of sanctions related to allegations of the student code of conduct including but not limited to the following categories: Sexual assault, sexual harassment; Stalking; Allegations related to the activities of campus-wide student organizations (e.g., hazing); Allegations involving alleged criminal charges which have been forwarded to the District Attorney; threats of or acts of violence; Allegations arising from student demonstrations; Allegations of misuse and compromise of UCSC computing systems.
- Investigates and adjudicates disciplinary cases that may result in a student's suspension or dismissal from the university, including posting of disciplinary action on official transcripts and enforcing disciplinary sanctions. May issue administrative sanctions including warning, probation, and stayed suspensions; may recommend to the AVC/DOS sanctions of suspension or dismissal.
- May chair formal hearings for non-Title IX cases.
- Ensures consistent and responsible handling of student conduct and conflict education cases on campus, taking into consideration campus safety and wellbeing needs, the rights of the individual and other legal requirements, and the provision of opportunities for student development. Consults with Campus Counsel as appropriate and mandated by university policy.
- Provides leadership for student peer education programs in service of the OSCCE mission (e.g., peer-facilitated conflict resolution processes).
- Serves as an ex officio member of the Student Conduct and Conflict Education Advisory Board composed of students, staff, and faculty. Supports Advisory Board chairpersons in convening meetings, setting agendas, and other activities. Coordinates recruitment and appointment processes for Advisory Board members.
- Interfaces regularly with and advises the Vice Chancellor for Student Affairs and Success, the AVC and Dean of Students, and other senior administrators on complex matters within the purview of OSCCE.
- Serves as a resource and consultant in the resolution of all campus conduct and discipline cases as requested by staff, students and faculty.
- May represent the university in student conduct matters with local, state, and federal agencies, including the District Attorney's Office, local police and private attorneys retained by students.
- Manages the overall administration of student conduct records, including responding to requests for disciplinary clearances, subpoenas, etc.
- Manages all aspects of the Campus Conduct Board including board appointments, coordination, communication, and training.
- Serves as the UCSC representative in system-wide committees on matters related to Student Conduct.
- May exercise responsibility for the formal resolution of student grievances under the policy on student grievance procedures, including advising, investigation, and administrative resolution provided as recommendations and remedies for such grievances. May advise students of civil law remedies, including but not limited to injunction, restraining orders or other orders that may be available to them in conjunction with UC General Counsel. May serve as the "responsible official," complaint resolution officer (CRO), and/or investigator for formal and informal student grievances. Conducts intake for disposition and referral of student complaints for the campus. Publishes educational material (including web based publications) to assist and advise students of formal and informal complaint processes available on campus.
- Administers the student conduct database and serves as primary contact for the database vendor.
- In collaboration with the Director of Finance and Resource Management, develops and implements budgets for OSCCE in accordance with university policies and procedures.
20% - Policy Development and Interpretation
- Assumes responsibility as the steward of the Student Handbook. Coordinates the biennial review, revision, publication, web development and distribution of the Student Handbook and its associated policies and procedures, in compliance with changes in UC system wide policies (e.g., PACAOS and applicable court decisions and state and federal legislation). Ensures students, staff, faculty, and the UCOP Office of Student and Equity Affairs are included as partners in the review and revision processes. Interprets the university policies and campus regulations in the Student Handbook for the campus community.
- Serves as the UCSC policy coordinator in collaboration with UCOP, for any requests related to policy consultation.
- Serves as the UCSC representative in system-wide committees on matters related to Student Conduct.
- Serves as the Dean of Students policy liaison to all relevant campus departments related to Title IX, Clery, CANRA, and other compliance based programs, and leads all training and educational efforts related to these programs for Dean of Students (and other divisional) personnel.
- Develops and recommends campus policies, regulations, and procedures relating to student rights, conduct, discipline, and related matters through extensive research and consultation; coordinates campus wide distribution and publicity, and oversees compliance.
- Interprets policies and procedures related to student conduct matters for faculty, students, staff, and external constituencies.
20% - Staff Management and Supervision
- Recruits, hires, directly or indirectly supervises, and provides direction to OSCCE managers, supervisors, professional and support staff.
- Develop and direct the implementation of new OSCCE staff onboarding and ongoing training, including diversity, equity, justice and belonging content.
- Actively promotes professional development for direct and indirect supervisees.
- Monitors employee performance and provides direction and assistance.
- Counsels and evaluates employee performance including input and feedback from students, colleagues, supervisees, and other stakeholders.
- Makes decisions on performance, salary actions, hiring decisions and other human resources related issues of managed staff.
10% - Program Evaluation and Assessment
- Develops and monitors implementation of systems for evaluating and assessing the quality and effectiveness of OSCCE programs on a quarterly and annual cadence. Uses findings to drive efforts to improve quality and manage risk as well as in service to a healthy campus community.
- Coordinates biannual department self-assessment using relevant CAS standards and instruments.
5% - Departmental and Unit Leadership
- Serves as a member of the Associate Vice Chancellor/Dean of Students' leadership team.
- At the direction of the Associate Vice Chancellor/Dean of Students, represents the Dean of Students Office and the Division of Student Affairs and Success in campus and systemwide matters (e.g., committees, task forces, systemwide meetings, etc.).
- May serve as proxy for Associate Vice Chancellor/Dean of Students for office, unit, division and campus-wide responsibilities.
5% - Professional Development
- Keeps abreast of current literature and developments in the field of Student Affairs, student conduct, conflict resolution and education, and related professional organizations.
- Attends pertinent conferences and conventions and present information when requested for shared development.
- Serves on department and campus committees, programs, and projects as assigned.
- Participates in research relevant to student development, student conduct, conflict resolution and education, and student affairs.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Thorough knowledge of student conduct and conflict education theory and practice (e.g., the spectrum of resolution options model, inclusive conflict excellence, legal issues in student conduct, etc.).
- Advanced knowledge of advising and counseling techniques.
- Familiarity with the law as it pertains to higher education, especially relating to student life, student discipline, due process, individual rights, liability issues, and privacy.
- Strong skills in monitoring / assessing people, processes or services, to make improvements.
- Strong leadership skills to motivate employees and influence attitudes and behaviors.
- Strong skills in project management, social perceptiveness to be aware of others' reactions and understanding why they react as they do.
- Ability in problem identification, reasoning, and ability to develop original ideas to solve problems.
- Ability to conduct risk assessment and evaluate risks as to likelihood and consequences.
- Demonstrated ability to work independently on sensitive, confidential, often volatile, and complicated issues with tact and political acumen.
- Demonstrated ability to interact effectively, productively and sensitively with students, faculty, staff and parents per the standards and practices related to the Family Educational Rights Privacy Act (FERPA) and other relevant policies and best practices.
- Demonstrated ability to develop, facilitate, and lead training curricula, presentations, and other learning activities to a wide variety of audiences, such as faculty, deans, department chairs, students, and staff.
- Demonstrated technical skills sufficient to comprehensively use and oversee the maintenance of a complex and secure database.
- Demonstrated knowledge of, commitment to and experience working with members of African, Black & Caribbean; Asian, Asian American & Pacific Islander; Chicanx/Latinx; Native/Indigenous; South West Asian & North African; Disabled/Neuro Diverse; Trans & Non-Binary; Queer; Undocumented and other historically marginalized or underrepresented communities. Successful candidates will demonstrate measurable experience employing practices/praxis grounded in intersectional approaches and understandings of identity and will possess knowledge of and insight about different religious traditions that intersect with many of the identities and communities listed above.
PREFERRED QUALIFICATIONS
- Advanced degree in higher education, student development, conflict resolution, or another area relevant to the work of OSCCE.
- Ability to speak, read, and write in both English and at least one additional language such as Spanish, Mandarin Chinese, Tagalog, Arabic, or other.
- Thorough knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
- Advanced knowledge of common University-specific computer application programs (e.g., Advocate student conduct database, Google Suite).
- Professional certifications in knowledge and skill sets relevant to student conduct and conflict education (e.g., restorative justice, mediation, adjudication, etc.)
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Ability to work long periods of time at a computer with or without accommodation.
- The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.

- Ability to respond to emergencies after hours as necessary.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
