General Description:
Under the general direction of the Vice President of Student Services/Assistant Superintendent, the Dean of Student Services has principal administrative responsibility and oversight for the operation and management of the following: Counseling Department, Welcome Center, the Office of Relations with Schools (ORS), Articulation, the Career/Transfer Center, Associated Students of Merced College (ASMC), Student Activities, and the Student Success and Support Programs (SSSP) at various District locations. The Dean also provides supervision and direction regarding the District's outreach and recruitment programs, probation, student grievances, and related student success initiatives and activities addressing SSSP mandates in the areas of Counseling, Orientation, Assessment, Education Planning and Follow-Up services. The Dean of Student Services has broad influence in the development, interpretation and implementation of major policies and procedures pertaining to the Student Services areas assigned by the District, including: the selection and evaluation of faculty, management and classified staff; preparation of faculty assignments; curriculum development; scheduling of classes; and program budget development and monitoring. In addition, the Dean is expected to lead counseling faculty, staff, and colleagues toward innovative student success practices and effective student learning outcomes and program review. The incumbent is expected to collaborate closely with other Deans of Student Services and with academic and student services departments to contribute to the efforts in educating, serving and retaining students and special population groups identified by the District.

Examples of Duties

Essential Functions:
  • Provide administrative leadership for Counseling, Student Activities, Community Outreach and Re-Entry Services, and the Student Peer Assistance Programs
  • Work closely with the Faculty Leads for the Counseling Cohort/Area in administering a comprehensive program of counseling and other student support services
  • Provide leadership in the development and implementation of Student Services programs and services
  • Oversee budgets and staff scheduling in assigned areas of responsibility
  • Facilitate the coordination of services among student services programs
  • Participate in the planning, coordination, and implementation of the Student Success and Support Program (SSSP) services
  • Interpret, implement, and review College/District Board policies in Student Services
  • Participate in educational planning and policy development in conjunction with the other academic and/or student services deans and administrators
  • Initiate goals and objectives consistent with the mission and goals of the District
  • Participate in the planning and program development for the programs assigned to the Counseling and Student Services area
  • Participate in the hiring, supervision and evaluation of faculty, management and classified staff in the area of Counseling and Support Services
  • Develop, prepare, and monitor the planning and implementation and evaluation efforts of the programs assigned to the Counseling and Support Services area
  • Maintain appropriate evaluative methodology, statistical reports, and other records to assess accomplishments and define departmental needs
  • Serve on District standing and ad hoc committees as required
  • Encourage a climate of innovation and continuous program improvement and collaboration
  • Develop and monitor program reviews for departments/programs including student learning and service area outcomes, assessments, and evaluation of data for the purpose of program improvement
  • Work closely with the Office of Institutional Effectiveness (OIE) in order to assess and evaluate the counseling department and other student programs and services
  • Recommend to the Vice President of Student Services/Assistant Superintendent the development of policies and procedures needed to successfully implement goals and objectives
  • Serve as the Chief Student Services Officer in the absence of the Vice President of Student Services/Assistant Superintendent
  • Supervise and evaluate staff
  • Perform other related duties as assigned

Knowledge of:
  • Effective delivery of student support programs and services
  • Federal/state regulations pertaining to veteran's educational benefits, student equity, basic skills and student support programs and services
  • Principles and practices of budget development and administration
  • Basic research methodologies including needs assessments and methods for determining disproportionate impact
  • Title 5 of the California Code of Regulations pertaining to student developmental, curriculum, and institutional services
  • Pertinent sections of the California Education Code
  • California State Chancellor's Office legal opinions and advisories
  • Higher education in community colleges, including the mission of the California Community Colleges
  • Implementation of collective bargaining agreements
  • Successful interpersonal skills, organizational leadership, team building, staff development and communication techniques
  • District organization, operations, policies, and objectives
  • Computer based systems for administrative, business, and educational functions
  • Principles and practices of administration, supervision, and training
  • Methods and techniques of program development and administration
  • Principles and procedures of report preparation
  • Basic computer software use (e.g. Microsoft Outlook, Excel, Word, PowerPoint)

  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students


Typical Qualifications

Required:
  • Master's degree from an acceptable accredited institution in any discipline AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment AND
  • A minimum of one year of managerial experience demonstrating leadership with increasing responsibility AND
  • Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students

License or Certificate:
  • Valid California Driver's License or ability to obtain within 90 days of hire date

Desired:
  • Doctorate degree AND
  • Experience in counseling and/or student support services program administration or other closely related administrative responsibilities, preferably at the post-secondary level AND
  • Experience with Student Success and Support Program (SSSP) initiatives and services AND
  • Experience in providing services to a diverse student population
