PURPOSE:

Under the general supervision of the Dean of the College of Education (COE) the Administrative Analyst assists in leading, developing, overseeing and supporting all the administrative and fiscal operations of the College. The analyst is responsible for budget development, planning and coordination; operational and strategic planning; research, analysis and report generation; and coordination of administrative functions within the college and office personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Develops, maintains, uploads, and analyzes the College's budget and coordinates the budget planning, tracking and management functions of the various units in the College. Acts on department budget allocations as agreed by the Dean and Department Chairs in a timely manner. Collaborates with Department and Center ASCs on budget-related matters. Reviews all budget related documents for accuracy and necessary corrections. Identifies and initiates budget and expense transfers. Assists in the development of internal and external funding proposals.
  • Responsible for conducting analysis of FTES production at the College, Department, and Program levels and develops enrollment projections as these relate to College budget. Conducts data analysis from variables available in CMS system, student data warehouse, and EdQ Data Dashboard.
  • In consultation with the Dean, develops and maintains complex Faculty and Lecturer Workload records, providing accurate current and projected FTE analysis. Oversees the campus/CSU system Faculty and Lecturer Workload projection documentation reports and associated time-block scheduling compliance. Collaborates with Department ASCs in tracking faculty and lecturer teaching loads and workload assignments and implements workload policy.
  • Collects data and establishes, develops and maintains databases.
  • Provides leadership, guidance and training on College policies and procedures to department staff and student assistants. Plans and develops programmatic operations for the departments as needed. Organizes, prioritizes and supervises all administrative work in keeping with the University calendar and deadlines.
  • Develops, maintains and analyzes college grant budgets as appropriate, and oversees grant budget tracking and management functions in coordination with department ASCs and staff in the College. Analyzes all grant related budget documents for accuracy and necessary corrections. Assesses grant budget expenditures and tracks faculty course release and relevant to grant- related workload assignments. Develops budget projections, analyses, and reporting functions, as appropriate.

Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.

MINIMUM QUALIFICATIONS:

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

SPECIALIZED SKILLS:

Skill in: Excel (including pivot tables/charts, linking worksheets, and creating formulas), preparing PowerPoint presentations to include statistical information, providing exceptional customer service, and planning and executing events.

Demonstrated experience in budget analysis and evaluation, and with automated financial systems, complex spreadsheets, relational databases and data query tools. Knowledge of or the ability to quickly learn office, database and specialized certification software. Excellent verbal, written and interpersonal communication skills. Ability to plan, program and manage complex operations of varied certificate and degree programs.

PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

Four years of administrative work. Experience in and familiarity with the California State University system or similar institution.

Technical fluency in the use of Microsoft Office Professional; Google Workspace (Gmail, Docs, Sheets, Drive, Calendar, Forms, etc.); Oracle-PeopleSoft/Common Management System or equivalent student, HR and Financial information systems; AirTable; 25Live; intranet drives; and internet browsers. A strong commitment to serving students, with a proactive and positive attitude about assisting others.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
